Director of Safety & Compliance – Public Works General Contractor

Brockwell & Carrington Contractors, Inc. (B&C) is a New Jersey-based public works general contractor seeking an experienced Director of Safety & Compliance to own and elevate our safety program across all active projects. This is a high-impact role reporting directly to the President, with full authority over how B&C plans, enforces, documents, and continuously improves site safety, and over how we build a culture that protects our people and holds our subcontractors to the same standard.

About the Role

We self-perform and manage construction across public projects throughout New Jersey. The Director of Safety & Compliance is the single point of ownership for our safety effort: in the field auditing conditions and practices, at the desk shaping policy and managing risk, and across our subcontractor base ensuring everyone participates in safety the right way, in practice and on paper. This role replaces fragmented third-party coverage with a dedicated leader who is present, proactive, and accountable, and who owns the risk and compliance functions that protect the firm’s insurance experience.

Core Responsibilities

• Review, analyze, amend, update, and enforce B&C’s safety policies, programs, and procedures across all projects
• Visit active project sites regularly to audit conditions and our field practices, and identify and mitigate safety concerns before they become incidents
• Manage and confirm active, documented subcontractor participation in safety efforts, including weekly toolbox talks, Job Hazard Analyses as appropriate, orientations, and required certifications
• Own incident investigation, workers’ compensation claims management, and return-to-work coordination, and interface with our carrier and broker to actively manage loss experience and improve our EMR
• Deliver OSHA 10/30 and site-specific safety training in-house
• Maintain OSHA 300/300A recordkeeping and all safety program documentation
• Manage subcontractor insurance compliance by collecting and tracking certificates of insurance, verifying additional-insured and endorsement requirements, and monitoring expirations, and maintain the subcontractor prequalification file
• Monitor soil erosion, sediment, and stormwater (SESC/SWPPP) controls on active sites, consistent with Soil Conservation District requirements
• Track leading and lagging safety metrics and report them directly to the President

What You Bring

• 10 or more years of construction health and safety experience, ideally on public, institutional, or heavy-civil projects in New Jersey
• Professional safety certifications are the marker of a top candidate. We prefer candidates who hold, and will keep active, recognized safety credentials. A combination of CSP (Certified Safety Professional), CHST (Construction Health & Safety Technician), and OSHA 500 (authorized construction outreach trainer) would be considered a significant strength. Additional credentials such as STS-C, SMS, CHMM, CIH, and 40-Hour HAZWOPER are a plus.
• Working knowledge of OSHA construction standards, site-specific safety planning, JHAs, incident investigation, and workers’ compensation processes
• Familiarity with certificate-of-insurance and subcontractor compliance administration
• Willingness and ability to be in the field across northern NJ job sites regularly
• Comfort working in a small, direct-communication environment without multiple management layers
• Strong written communication and documentation discipline

What This Role Is Not

This is not a desk-bound compliance seat. It is a hands-on, in-the-field safety leadership role for someone who wants to own a program end to end, be present on active sites, and build culture, not administer paperwork from headquarters. Candidates looking for a purely office-based position should not apply.
